Mayor Dan Toland called the meeting to order at 6:30 p.m. in the City Council Chambers located in City Hall.
City Council Members Present: Todd Bjerstedt, Sean Downing, Christopher Gagne, Scott Morrissette, Diane Odeen, Michael Page, Hal Watson

MS Morrissette/Page move to approve minutes. All voted in favor except for Downing.
MSC Page/Bjerstedt to approve bills subject to the comptroller. Unanimous.
Mary Spindler, 96 E. Johnson Street - came to address property which is slated for redevelopment near her home at 1300 Main Street. She has encountered problems with the lot. She talked about a severe thunderstorm occurring in 2008 resulting in water flooding into her home. She contacted the Council at that time. Spindler talked about continued water issues with her basement filling up with three inches of water. Things continued to get worse after the building was razed. She has had $35,000 in damage. Spindler wanted the Council to be aware of her problem. She felt the City could be responsible.
The Mayor offered to meet with her and City staff. Spindler said staff will be providing her with more information. She spoke further. There were no other public comments.
The Mayor invited the public to Council cookouts which are being held this summer. They are an opportunity to speak with the Council and enjoy some food. The first one is June 6.
Liquor License Presentation
Deputy Clerk Jackie Sahnow provided a presentation. Liquor licenses are a privilege governed by Wisconsin State Statutes 125 and 139, tax codes and the City's municipal code. She talked about determining if you need a license, the different types of licenses, and the time to renew. She stood for questions.
Alderperson Morrissette asked how many applications have been submitted. Sahnow said 33; two are missing. Alderperson Downing asked about the deadline. Sahnow said it was May 3. She is working with them to get them on a June meeting. Morrissette felt they are responsible for their application submitted. The Mayor thanked Sahnow for the presentation.
Resolution No. 6371 - Approving a Mandate Waiver Regarding Wisconsin Act 243 Housing Report Requirement
At 6:48 p.m. Mayor Toland recessed into a Public Hearing. He asked for comments but there were none. Mayor Toland moved back into Open Session at 6:48 p.m. MS Watson/Morrissette move to approve resolution.
Alderperson Downing is in favor, but he has his own task force of community developers. They are coming up with their own report that he wants to share in an advisory role.
With no other comments, the Mayor asked for a vote on the motion. The motion passed with all voting in favor.
Ordinance 2019-07 Amending the Official Parking Control Map (Revising No Parking Zone - 700 Block St. Croix Street) - First Reading
The Mayor asked for comments. Alderperson Gagne asked if there was any negative feedback from neighboring property owners.
Civil Engineer Zach Regnier worked with staff on the ordinance. The owner of the Westwind was contacted by Tom Overland. He only received positive feedback. He hasn't heard anything negative.
Morrissette confirmed with Regnier that only one parking space is being lost. The Mayor said the second reading is May 28.
Administrator's Report
City Administrator Simpson said there wasn't a need to recess into Closed Session. He would have a report on May 28. Simpson provided information on upcoming events.
The Mayor read a proclamation designating Public Works Week.
MSC Bjerstedt/Downing move to adjourn at 6:54 p.m. Unanimous.
