MADISON -– Gov. Scott Walker received Dennis G. Smith’s resignation letter on Friday, Feb. 22, and appointed Department of Health Services (DHS) Deputy Secretary Kitty Rhoades as the new secretary. Rhoades, from Hudson, served in the state Assembly from 1999 until retiring in 2010.
