The Wisconsin Department of Military affairs confirms a proclamation issued by President Obama for flags to be lowered July 25 until further notice to honor former chairman of the Joint Chiefs of Staff, retired Army General John Shalikashvili, who died the morning of Saturday, July 23, following complications from a stroke he suffered in August 2004.
