Shilts began his law enforcement career in 1979 as a New Richmond Police Department reserve officer. In the sheriff’s department, he’s been a jailor, patrol deputy, Emergency Response Unit member, and a narcotics investigator. In 2006 he graduated from the FBI National Academy in Quantico, Va., studying everything from budgeting to labor law.
He called the FBI training “the opportunity of a lifetime.”
Shilts said his priorities as St. Croix County sheriff would be zero-based budget planning, expanding technological use for greater efficiencies, and “insuring that deputies perform their duties in a fair and professional manner.”
