CITY OF RIVER FALLS: 11/11/08 COMMON COUNCIL PROCEEDINGS

November 11, 2008

Mayor Don Richards called the meeting to order at 6:30 p.m. in the City Council Chambers located in City Hall.

City Council Members Present: Wayne Beebe, Tom Caflisch (came late), Dave Cronk, Bob Ebert, Joleen Larson, Jim Nordgren and Michael Woolsey

Staff Present: Bernie Van Osdale, City Administrator; Bill Thiel, City Attorney; Reid Wronski, City Engineer; Julie Bergstrom, Finance Director; Carl Gaulke, Utility General Manager; Buddy Lucero, Community Development Director

APPROVAL OF MINUTES

October 28, 2008, Regular Meeting Minutes

MSC Beebe/Cronk to approve minutes as submitted. Unanimous.

September 11, 2008, Budget Workshop Minutes

MSC Nordgren/Woolsey to approve minutes as submitted. Unanimous.

October 9, 2008, Budget Workshop Minutes

MSC Cronk/Larson to approve minutes as submitted. Unanimous.

APPROVAL OF BILLS

City – $1,098,508.59

Utility - $560,090.88

MS Larson/Beebe approve the bills subject to comptroller. Nordgren said $533,000 of the City’s bills for City Hall expenses and $150,000 were for TID 6. The Utility paid $18,275 for maintenance of the sewers. The bills were unanimously approved.

PUBLIC HEARING:

Ordinance 2008-29 - An Ordinance Amending the Official Parking Control Map of the City of River Falls, Wisconsin (Remove “No Parking” signs on north side of Morningside Ave. and install “No Parking” Signs on south side of Morningside Ave.) – Second Reading and Disposition

Mayor Don Richards recessed Council at 6:35 p.m. and went into a public hearing. At 6:36 p.m. with no one wishing to speak for or against this issue, Council reconvened into Open Session for disposition. MSC Beebe/Larson move to approve resolution. Unanimous.

Ordinance 2008-30 - An Ordinance Amending The Official Parking Control Map of the City of River Falls, Wisconsin (Install “No Parking” signs on south side of Hilltop Lane west of Tower Street) – Second Reading and Disposition

Mayor Don Richards recessed Council at 6:36 p.m. and went into a public hearing. At 6:37 p.m. with no one wishing to speak for or against this issue, Council reconvened into Open Session for disposition. MSC Beebe/Woolsey move to approve resolution. Unanimous.

Ordinance 2008-31 - An Ordinance Amending the Official Parking Control Map of the City of River Falls, Wisconsin (Install “No Parking” signs on south side of Fairchild Drive west of Ridgecrest Street) – Second Reading and Disposition

Mayor Don Richards recessed Council at 6:37 p.m. and went into a public hearing. At 6:38 p.m. with no one wishing to speak for or against this issue, Council reconvened into Open Session for disposition. MSC Cronk/Beebe move to approve resolution. Unanimous.

CONSENT AGENDA:

Resolution Authorizing Professional Services for Cascade Avenue Preliminary Design -- Pulled by Caflisch

Resolution No. 5183 - Approving Renewable Energy Commitment For Leed Certification For New City Hall

Resolution No. 5184 - Approving the Regional Micro Loan Program Committee

Resolution No. 5185 - Approving 2009 Health and Dental Renewal Rates

MSC Beebe/Larson move to approve remainder of consent agenda.

Resolution No. 5186 - Authorizing Professional Services for Cascade Avenue Preliminary Design

Caflisch asked about the City’s portion of costs for the Cascade project. Wronski said the services would be divided up between different parties but initially the City would pay the bill. Bergstrom said interim financing would be needed.

Caflisch asked if the City would be paying after the work was complete. Wronski said the payments would be structured over a period of time.

Mayor Richards asked if homeowners would be billed for the work. Wronski said that would be something that would be determined by the Council.

MSC Caflisch/Nordgren move to approve resolution. Unanimous.

ORDINANCES AND RESOLUTIONS:

Ordinance No. 2008-32 -  An Ordinance Appropriating the Necessary Funds for the Operation of the Government and Administration of the City of River Falls, Wisconsin, for the Year 2009 – First Reading

Caflisch was concerned about some of the items in the budget and he would be bringing those questions back to Council. Larson asked if a meeting would be appropriate before the second reading. Mayor Richards suggested meeting on Monday.

Ordinance 2008-33 - An Ordinance Amending The Official Parking Control Map of the City of River Falls, Wisconsin (North Side of Fairchild Drive east of Ridgecrest Street; East Side of Ridgecrest Street north of Fairchild Drive; East Side of Meredith Circle) – First Reading

No comment.

Ordinance 2008-34 – An Ordinance Amending the Official Traffic Control Map of the City of River Falls, Wisconsin (Future City Hall Site) – First Reading

No comment.

Ordinance 2008-35 – An Ordinance Amendment to Extraterritorial Subdivision Area – First Reading

No comment.
