The forecasting service AccuWeather released its 2012-2013 winter weather outlook Aug. 15. A National Weather Service spokesman in Sullivan says that prediction is basically the same as the one from the weather service.

Meteorologists base their predictions on a weak-to-moderate El Nino pattern expected to impact winter weather.

This is bad news for Midwest farmers struggling with drought since the region is still four-to-six inches below normal for precipitation this year.
