Interested persons are hereby notified that the Federal Emergency Management Agency (FEMA)/Department of Homeland Security (DHS) is proposing to assist in the funding of a safe room to provide shelter for the visitors to Hoffman Park in the City of River Falls, St. Croix County during severe weather events. The purpose of mitigation funds is to reduce costs of damages from future disasters. This assistance is granted under the authority of Public Law 93-288, as amended, the Robert T. Stafford Disaster Relief and Emergency Assistance Act for the emergency presidential disaster declaration FEMA-1966-DR-WI disaster area declared on April 5, 2011.
The proposed safe room would be located at 547 Hanson Drive, River Falls, St. Croix County, WI. The construction of this 57 ft x 47 ft safe room would be centrally located within Hoffman Park to allow all of the visitors of the park to be within five minutes walking distance from the safe room. The installation of this safe room will provide protection for people in an area of the state prone to high winds and repeated damage from these winds.
The safe room would not be located in a floodway, floodplain or wetland. This safe room will be designed to be compliant with the specifications outlined in FEMA Publication 361.
In accordance with the National Environmental Policy Act (NEPA) of 1969 and the implementing regulations of FEMA, this provides public notice to invite public comments on the proposed project in accordance with Executive Order 11988, Floodplain Management, and Executive Order 11990, Protection of Wetlands. In addition, this notice is to provide information to the public on potential impacts to historic and cultural resources from the proposed undertaking, as outlined in the National Historic Preservation Act (NHPA) of 1966.
