River Falls man sentenced to 18 months prison for stalking

A River Falls man was sentenced to 18 months prison in Pierce County Circuit Court early last week for stalking.

Upon his release, William R. Qualls, 47, will spend the next two years on extended supervision.

Qualls, who formerly lived on 101 N. Cudd St., pled guilty to the stalking charge in June 2011 and entered into a deferred prosecution agreement, which was revoked in May, setting the stage for the hearing a week ago Monday. 

In addition, he was placed on probation, also in 2011, for three years and served six months jail as condition after pleading guilty to battery, carrying a concealed weapon and violating a domestic abuse order. 

The sentencing hearing in 2011 was very emotional, as the victim said her life had been greatly affected by Qualls.

“I live in a constant state of fear,” she said during the hearing. “I feel like a prisoner in my own home. I’ve installed security cameras, motion sensors, have had the locks changed.

“I’ve been strangled, choked, beaten and punched,” she continued. “He’s taken away my freedom to live. He’s a very dangerous man who needs to get help.”

Qualls was ordered to complete domestic violence treatment while in confinement, and have no alcohol or contact with the victim upon his release.
