James Penman, Somerset area chiropractor, dead following Thursday accident
The death of a Somerset man following a car crash in St. Paul Thursday evening is being blamed on a medical condition.
Dr. James Penman, 67, was identified by the State Patrol as the driver of a car that ran out of control on eastbound Hwy. 36 near McKnight Road in North St. Paul. Witnesses said his 2002 Ford Taurus ran onto the shoulder then came back across two lanes of traffic before becoming entangled in a cable barrier.
