Gov. Jim Doyle will start his second term without at least two new cabinet members.

Helene Nelson, Health and Family Services secretary, will resign before the new term begins on Jan. 3 and Jim Holperin, Tourism secretary, will do the same.

Replacements have not been named for either.

Nelson says she wants to spend more time with her family but she'll continue to be a part-time adviser to Doyle on new health initiatives that are already on the drawing board.

Among other things, her department has been busy expanding the Family Care program statewide, which puts more seniors into community-based care instead of nursing homes.

She also presided over the development of Badger Care Plus, aimed at providing coverage to all Wisconsin children and a growth in Senior Care, the state's discounted prescription drug program for seniors.

Holperin wants cut down on travel to and from his home in Eagle River, and spend more time with his family.

Under his watch, the tourism agency created a more contemporary marketing plan to promote the state.
