COMMON COUNCIL PROCEEDINGS
July 9, 2013
Mayor Dan Toland called the meeting to order at 6:30 p.m. in the Council Chambers located in City Hall.
City Council Members Present: David Cronk, Christopher Gagne, Dan Gulick, Scott Morrissette, Jim Nordgren, Diane Odeen, David Reese
City Council Members Absent: none

APPROVAL OF MINUTES:
June 25 Regular Meeting Minutes
MSC Gagne/Morrissette move to approve minutes as submitted. Unanimous.
APPROVAL OF BILLS:
MSC Gagne/Nordgren to approve bills subject to the comptroller. Unanimous.
PUBLIC COMMENT, PETITIONS, REQUESTS AND
Temporary change of premise description for E&F Holdings, LLC dba Bos N Mine
MS Gagne/Cronk move to approve temporary change of premise description.
Morrissette moved to amend motion to span the dates of July 11-14. Gagne seconded. The motion passed unanimously as amended.
Ordinance No. 2013-02 An Ordinance Amending the Official Zoning Map of the City of River Falls Extraterritorial Zone for the Town of Troy from Agriculture (A) to Commercial (C) Commercial Zoning District Second Reading and Disposition
Mayor Toland recessed the Council meeting at 6:37 p.m. and went into a public hearing. At 6:38 p.m. with no one wishing to speak for or against this issue, Council reconvened into Open Session for disposition. MSC Morrissette/Nordgren move to approve the ordinance. Unanimous.
Resolution No. 5731 - Approving Request by Kinni Off Road Cyclists for Event at Whitetail Ridge on August 4, 2013
Bob Marhefke, the Race Director from Kinni Off Road Cyclists, was present for questions. Alderperson Odeen asked about participation. Bob said there were 370 participants and about the same number of spectators. He said it was best attended race in the Minnesota series. Alderperson Cronk asked who won. Bob said it was a Minnesota racer.
MSC Nordgren/Odeen move to approve Consent Agenda. Unanimous.
City Administrator Simpson talked about the information provided to Council. He said when comparing the net FTE in the 2009 to 2013 budget, there is an 11 person reduction. He said there is a six person reduction in staff if the Power Plant staff is excluded in the numbers. He said there will be discussion in upcoming budgets about staffing. Alderperson Nordgren requested an org chart with names, a listing of fire and police staff, and an update of committee members. Mayor Toland asked if positions had been eliminated through retirement. Simpson said there have been limited layoffs most have come through retirement or employees leaving.
Forestry and Park Board
Tony Steiner, City Planner, and Cindi Danke, Recreation Manager gave a presentation on the forestry program and the Park and Recreation Advisory Board. Steiner talked about the history of the forestry program, tree replacement and trimming, Arbor Day, and challenges including the Emerald Ash Borer and storm damage. He also spoke about Tree City USA.
Danke talked about the Park and Recreation Advisory Board members. She talked about some of the duties the board does including adopting rules governing city parks, making recommendations for capital improvements, the budget and new developments. When finished, Steiner and Danke stood for questions. Questions were asked about the purple traps and reporting for Emerald Ash Borer, tree replacement plan for Glen and Hoffman Parks, and the citys tree inventory.
Morrissette thanked Simpson for providing a legislative update. He also asked Simpson to get more information about Pierce County Recycling Centers activities.
Mayors Appointments of Council members:
The Mayor appointed Dan Gulick to the River Falls Housing Authority as a liaison.
The Mayor appointed David Reese to the Historic Preservation Commission.
Cronk moved to adjourn meeting at 7:04p.m.
