CITY OF RIVER FALLS: Public Notice - Hydroelectric License

The City of River Falls (“City”) currently holds a license from the Federal Energy Regulatory Commission (FERC) to operate the River Falls Hydroelectric Project (“Project”) that expires on August 31, 2018. On November 27, 2013, the City filed a Notification of Intent (NOI), Pre-Application Document (PAD), and a Request for Approval to Use the Traditional Licensing Process (TLP) with FERC for the relicensing of the Project.
The NOI briefly lists information about the Project, the City (as the existing license holder), and tribal and political subdivisions that may be affected by, or located in the vicinity of, the Project. The PAD is a compilation of existing information about the Project and its environments. The Request for Approval to Use the TLP discusses the reasons why the traditional process would better than FERC’s default “Integrated Licensing Process” (ILP). This is because the traditional process is more cost effective and a more efficient use of staff time for the City and the resource agencies and stakeholders that will be consulted in this process.
A copy of these documents are available for public inspection and reproduction at the River Falls Public Library, 140 Union Street, River Falls, Wisconsin, which is open from 9:00am to 8:00pm Mondays through Thursdays and until 6:00pm on Fridays.
Interested parties are invited to submit comments on the City’s Request for Approval to Use the TLP. Such comments must be filed with FERC by December 27, 2013, and must reference FERC Project No. 10489. Comments on the City’s request should address the circumstances of the request as appropriate to the:
a. Likelihood of timely license issuance;
b. Complexity of the resource issues;
c. Level of anticipated controversy;
d. Relative cost of the TLP compared to the ILP
e. The amount of available information and potential for
significant disputes over studies; and
f. Other factors believed by the commenter to be pertinent.
Respondents on the City’s request must submit comments to the Secretary of the Commission in accordance with filing procedures posted on the Commission’s web site at A copy of the comments also must be provided to the City at the address listed at the end of this Notice.
